AMENDMENT OF THE FIREARMS CONTROL REGULATIONS, 2004: The Minister for Safety and Security hereby, under section 145 of the Firearms Control Act 2000 (Act No. 60 of 2000) amends the Firearms Control Regulations, 2004, published in Government Notice R.345 of 26 March 2004 to the extent set out in the Schedule.

As a registered Private Security Industry Regulatory Authority (PSIRA) Officer, and working with a firearm in the industry (Armed Guard, Armed Response Officer, Cash-in-Transit Officer, Close Protection Officer, etc), you are compelled to prove your firearm competence in the respective categories annually. This means that you must undergo a theoretical and law discussions, be tested by a registered and accredited Professional Firearms Training Council (PFTC) Training company and/or registered and accredited trainer.

The test is based on the same requirement as the security business purpose qualification test, and as prescribed for the different firearm categories.

The Firearms Control Act, basic firearms, and business purposes unit standards requires training companies to assess, but not limited to, knowledge, skill & attitude to achieve the minimum criteria for competence. PSIRA regulations guides us on the requirements for security officers by institution of REGULATION 21 compliance which requires both a theory and practical component.

Regulation 21 compliance is truly the bare minimum and not the standard to set off a true defence when under attack operationally. Regulation 21 shoots has always been the entry requirement for any further firearms training for security officers.

It is of utmost importance that security officers and companies armed with firearms remains operationally fit and ready for their operational task. Simply put, you must remain on a high level of competency where you are working with firearms. Like any other skill, your firearm proficiency must be maintained, and the only way you can do that, is to get out of your comfort zone, reload your magazines, and get to the range.
